2010 will be a year of revival for the centre of Bellac, according to mayor Jean-Michel Doumeix, who set out his priorities in front of a packed municipal council on Monday night.
The rural Haute-Vienne town has suffered much over recent years from the closure of businesses, with empty shop-fronts giving a downbeat feel to the town centre. But with the help of inward investment from the region, plans are afoot for development of the town centre, including giving a facelift to building fronts and updating services such as the library. The town is also in the process of securing the label ‘Village-étape’, promising visitors who stop-off at the town a minimum level and quality of services and facilities.
Empty shops will be offered out for rent during July and August, for temporary use by artisans and craftsmen, in an attempt to breathe life into the town centre during the summer months.
There is more positive news for 2010, with the regional railway (TER) services set to start again between Bellac and Poitiers, although the route south to Limoges will continue to be serviced by road while work continues on the line. Lycée Jean Giraudoux stands to benefit from investment of some 3 million euros from the region, with work to renovate the boarding school set to start in February.

I don't believe it is as bad in France as the UK yet, but unless action is taken to prevent it, rural France is likely to follow the UK route.
